Description:

We are a medium-sized electrical contractor experiencing strong growth, and we're looking for a high-performance Compliance Specialist who will be responsible for the day-to-day aspects of certified payroll and prevailing wage projects.


Location: San Diego, CA.

Job Type: Full-Time | On-Site


Key Responsibilities:

  • Oversee certified payroll compliance and prevailing wage projects, ensuring adherence to all regulations.
  • Collaborate with subcontractors to guarantee compliance with labor requirements.
  • Maintain and organize labor compliance records, ensuring all documentation is accurate and up to date.
  • Serve as a liaison between various departments, subcontractors, and external agencies on labor compliance matters.
  • Conduct routine audits to verify compliance with labor laws and industry regulations.
  • Develop and facilitate labor compliance training programs for employees and subcontractors.
  • Address and resolve labor compliance issues promptly and effectively.
  • Review and audit certified payroll, subcontractor payroll, and overall labor compliance.
  • Manage all aspects of certified payroll and prevailing wage projects.
  • Process essential compliance forms, including DAS 140 & DAS 142; Fringe Benefit Statements; Apprentice status letters and monthly fringe payment reports; Apprentice certificates (DIR & Federal DOL); Affidavits of completion; Skilled & Trained workforce reports.
  • Generate retroactive payroll adjustments for late time entries, pay increases, and apprentice level changes.
  • Research and retrieve DIR numbers, determine appropriate wage determinations, and set up wage and fringe rates for new prevailing wage projects.
  • Audit subcontractor-certified payroll reports (CPR) to ensure accuracy and compliance.
  • Organize and lead subcontractor kickoff meetings to establish project expectations and compliance requirements.
  • Review subcontractor-submitted documents for accuracy and compliance, addressing any discrepancies.
  • Analyze public and private contracts to identify and implement special labor requirements, including certified payroll, skilled labor, local hiring mandates, and diversity requirements.
  • Monitor contractor, subcontractor, and sub-tier activities throughout construction to ensure full compliance with labor regulations.


Qualifications:

  • High school diploma required; additional education or certifications in payroll, labor compliance, or related fields are a plus.
  • 4+ years of experience in certified payroll and prevailing wage compliance.
  • 3+ years of experience in a similar role within the electrical construction industry (preferred).
  • Proficiency in certified payroll software, such as LCP Tracker, eMars, eComply, Elation, and DIR.
  • Strong experience in prevailing wage enforcement, payroll analysis, and auditing.
  • In-depth knowledge of employment practices in the construction industry, with a solid understanding of state and federal labor regulations.
  • Ability to work independently with accuracy and strategic thinking, while also knowing when to verify, collaborate, escalate, or seek input.
  • Resourceful and detail-oriented, with strong problem-solving and organizational skills.
