CIVIL ENGINEER-TRAFFIC

The County is accepting online job applications for Civil Engineer-Traffic. Salary information: annual base salary information is provided; future salary increases are anticipated as follows: June 2026 – 4.57% increase (3.5% Across-the-Board + 1.07% Market Adjustment); June 2027 – 4.07% increase (3% Across-the-Board + 1.07% Market Adjustment). In addition, there are pay incentives and premiums available, including New Hire Lateral Incentive Pay (up to $5,000), 5% Engineer Premium (applied to time worked), $1,250 Recruitment Bonus, and an additional $1,250 bonus after successful completion of probation.

Responsibilities

The Civil Engineer in the Traffic Engineering Section is responsible for designing, analyzing, and implementing traffic safety and mobility improvements throughout the County's unincorporated areas. Key duties include:

  • Conduct comprehensive traffic studies and capacity analyses to evaluate intersection performance, roadway operations, and pedestrian/bicycle safety conditions.
  • Prepare engineering plans for traffic control devices including signals, signs, and striping.
  • Respond to citizen requests and safety concerns by investigating traffic issues and recommending appropriate solutions.
  • Coordinate with other County departments, utility companies, Caltrans, and other local agencies; maintain accurate records and documentation.
  • Ensure work complies with applicable engineering standards, the California Manual on Uniform Traffic Control Devices (CA MUTCD), and County policies.
  • Communicate effectively with the public, elected officials, and interdisciplinary project teams; supervise subordinate staff as needed.

Work may include providing technical expertise for land development projects, maintaining streetlight systems, and responding to traffic-related service requests.

The position is a journey-level class in the Civil Engineer series with a career ladder that includes Assistant Engineer, Civil Engineer, and Senior Civil Engineer, offering opportunities for growth within the County.

Work Schedule

Current vacancies may be assigned to a hybrid schedule, which may include telework or remote work, with work at the DPW office in Kearny Mesa and in the field as needed.

Minimum Qualifications

Qualified applicants must possess registration by the State of California as a Professional Engineer (PE).

Some positions may require a Qualified Stormwater Pollution Prevention Plan (SWPPP) Developer (QSD) and/or a Qualified SWPPP Practitioner (QSP) certificate within one year of appointment (as required by Order No. 2010-0014-DWQ).
