Overview
Information Systems Analyst III positions coordinate the development, testing, implementation and modification of complex information systems utilizing both internal and external Information Technology (IT) service providers as resources; perform business process analysis and modeling; perform research to identify hardware and/or software capable of meeting a requirements specification; provide hardware and software technical support to end users in the day-to-day operation of systems; lead IT activities; develop Statements of Work for Request for Proposals (RFP's) by documenting requirements for a business need; and perform other duties as assigned.

- Information Systems Analyst III employees may be required to lift up to 30 pounds and must have the ability to bend, squat, and crawl on the job.
Responsibilities
- Coordinate the development, testing, implementation and modification of complex information systems using internal and external IT service providers as resources.
- Perform business process analysis and modeling.
- Conduct research to identify hardware and/or software capable of meeting a requirements specification.
- Provide hardware and software technical support to end users in the day-to-day operation of systems.
- Lead IT activities and prepare Statements of Work for RFPs by documenting requirements for a business need.
- Perform other duties as assigned.
Education
- Bachelor's Degree or equivalent education (i.e., minimum completed units = 120 semester/180 quarter).
- NOTE: Additional qualifying experience may be substituted for education lacked on a year-for-year basis. One year of full-time experience = 30 semester/45 quarter college-level units.
Experience
- Three years of full-time professional-level information systems planning management experience (within the last six years).
- One year of qualifying experience MUST be at a level equivalent to an Information Systems Analyst II with the City of San Diego (a position that coordinates the development, testing, implementation and modification of complex department information systems; provides hardware/software technical support to end users in the day-to-day operation of systems; and supervises technical support personnel).
- Qualifying experience must include ALL of the following:
- Information systems management.
- Information systems procurement.
- Information systems project management.
- Business process analysis and modeling.
- Providing technical assistance to users on major computer systems.
- Evaluating and analyzing organizational, procedural, and cost information to provide recommendations for the development or modification of business systems.
Notes on Qualifying Experience
- The following are NOT considered qualifying experience: Information Systems Technician, Information Systems Analyst I, or equivalent with the City of San Diego; system user or super-user experience; repair technician experience; experience solely removing and/or installing discrete systems components; information/data systems experience gained more than six years ago.
- City of San Diego employees using Out-of-Class Assignment (OCA) experience to qualify must submit written documentation signed by their appointing authority or payroll specialist, detailing the work performed, dates, and total number of qualifying OCA hours. OCA experience without the required documentation will NOT be considered.
License
A valid California Class C Driver License may be required at the time of hire.
Highly Desirable
- A degree in Computer Science, Information Systems, Geographic Information Systems (GIS), ITIL training and/or certification, and/or other technical/IT certifications (e.g., VCTA, VCP, MCSA, MCSE, CCNA).
- Solid understanding of IT procurement practices.
- Experience with data management and analysis.
- Advanced technical knowledge of Windows Operating Systems.
- Experience supporting Microsoft Office Suite to include MS Visio, MS Project, MS SharePoint and MS Teams.
- Working knowledge of PC Based hardware and software peripherals.
- Experience and ability to use ITSM ticket management system to log, track, and complete incident tickets and service requests.
- Experience working with Mobile Device Management solutions, processes, and troubleshooting.
- Experience supporting Call Center operations and software (e.g., AWS Connect).
- Experience configuring and managing a Windows Server and Active Directory environment; enterprise networking equipment; and/or virtual data center & infrastructure (e.g., VMWare, Hyper-V) and cloud services.
