Job Overview
The Office of Internal Oversight (OIO) assists the Secretary General in ensuring effective, efficient, and economical management of ICAO. This role involves conducting internal audits, evaluations, and oversight assignments to improve governance, risk management, and programme implementation.
Responsibilities
- Assess the Regional Portfolio of the EUR/NAT Office for relevance, coherence, effectiveness, and efficiency.
- Collect and analyze data from ICAO information systems, interviews, surveys, and other sources.
- Prepare data collection tools and an inception report aligned with the TOR.
- Summarize interview notes and present preliminary findings in PowerPoint.
- Draft and finalize evaluation reports, incorporating feedback and ensuring compliance with UNEG norms.
- Perform other related duties as assigned.
Qualifications & Experience
- Educational background: Advanced university degree (Master's or equivalent) in aviation, evaluation, economics, engineering, business management, or social science; or first‑level degree with additional experience.
- Professional experience: Minimum 7 years in evaluation of projects and programmes; project management experience; familiarity with state representatives and government entities.
- Technical skills: Proficiency in RBM systems, M&E approaches (quantitative, qualitative, participatory); experience with UNEG norms; report writing.
- UN System knowledge: Understanding of UN data, policies, and procedures.
- Communication: Excellent interview and report‑writing skills; ability to meet strict deadlines.
- Desirable: Experience in aviation projects in EUR/NAT; knowledge of ICAO Standards and Recommended Practices; work at a managerial or advisory level.
- Language: Fluent reading, writing, and speaking in English; a second language (Arabic, Chinese, French, Spanish, or Russian) is desirable.
