Position Summary:
Compile and analyze San Diego PACE financial data, prepares monthly financial reports, both statistical and financial, from multiple ledgers. Responsible for external reporting to Federal, State, and Local agencies. Conduct analysis of activities at the macro and micro levels for use by managers and senior PACE leadership. Provide training, as necessary. Works closely with SYH accounting and Finance staff, and SD PACE financial analyst on month end process and annual budgeting.
Essential Functions of the Job:
- Oversees and participates in professional accounting activities, including general ledger reconciliation, financial reporting, budgeting, grant reporting and auditing; reviews and analyzes various records and reports; and responds to inquiries or complaints.
- Compile and prepare monthly SD PACE Financial Statements.
- Compile and prepare monthly, quarterly, and annual Federal, State, and local agency reports.
- Compile and prepare and enter monthly journal entries for Revenue and Expenses as needed.
- Reviews monthly Capitation Reports from CMS and Medicaid and records all revenue entries.
- Compile and maintain monthly PACE census reports at the enrollment level.
- Reviews financial system reports for revenues and expenditures and make corrections and adjustments as needed.
- In conjunction with SYH team, reviews and performs assigned balance sheet reconciliations monthly; enters adjusting journal entries as directed and provides adjustment recommendations to supervisor for maintenance of clean and accurate account balances; oversees compilation of all Accounting Department completed reconciliations and journal entries and reports any missing items to supervisor for follow-up, if needed.
- In conjunction with SYH health accounting team, reconciles and oversees monthly capital lease, bond and other liability account entries and account reconciliations.
- Monitor, compile, and maintain the Part. D reserve model and IBNR reports monthly. Prepares any adjusting entry needed for reserve models.
- Helps prepare the annual operations budget.
- In conjunction with SYH accounting managers manage the SD PACE general ledger.
- Works with SD PACE Eligibility and Enrollment team on maintaining correct SD PACE census on EMR and claims adjudication systems.
- Ensures continual, ongoing compliance with all regulatory and funding source compliance requirements.
- Meets with Managers to review Departmental reports, including but not limited to statements of operations, budget, and site specific KPI's.
- Helps with the preparation for and coordination of external audits and financial reviews.
- Serves as a back-up and resource for other department team members, including financial analyst, and claims supervisor/manager, when needed.
Additional Duties and Responsibilities: - Assists in maintaining and developing departmental policies and procedures in matters affecting cost, accounting, budgeting, and reporting policies.
- Enhances professional growth and development through participation in current educational programs, service meetings, and workshops.
- Attends meetings as required and participates in committees as directed.
- Performs other related duties as assigned or requested.
Job Requirements: Education Required (Min. level of education): - Bachelor's degree in accounting and 5+ years of relevant work experience.
- PACE financial work experience preferred by not necessary.
Certifications/Licenses Required: Experience Required (Minimum level of experience): - 5+ years in healthcare or finance, with an increasing level of responsibility.
- Good oral and written communication skills.
Technical Knowledge and Skills Required to Perform the Job: - Knowledge of financial reporting, cost analysis, and accounting practices.
- Working knowledge of spreadsheet and word processing programs is important.
- Ability to successfully implement policies and procedures.
- Excellent analytical and critical thinking skills.
- Ability to organize and prioritize work effectively.
Equipment Used: - Personal vehicle, computers, phones, copy machines, and other general office equipment.
Working Conditions and Physical Requirements: - Physical clearance for reaching, bending, stooping, crouching, kneeling, and grasping; full range of motion; ability to lift 50 lbs.; T.B. clearance.
- Busy Accounting office with low to medium loud noise levels and controlled office temperatures.
- Will be required to work some evenings and/or weekends.
