You will serve as a Supervisory Acquisition Program Specialist in the Industrial/Acquisition and Procurement Division, Industrial Business Operations Department of FLEET READINESS CENTER SOUTHWEST. Responsibilities include applying advanced working knowledge of various types of contracts, techniques for contracting/procurement, and contract negotiation and administration to support procurement of services/equipment/supplies for a major aircraft program. You will be responsible for the managerial direction of all aspects of acquisition planning, organizing, and leading tasks and projects for the entire acquisition life cycle. You will analyze and evaluate management and organizational functional acquisition and contract support requirements and administrative practices to enhance mission accomplishment. You will identify, quantify, and evaluate the mutual effects and interrelationships between program goals and accomplishments and both financial and strategic objectives and plans. You will provide guidance, direction, coordination, and supervision to subordinates. You will determine priorities and assign workload within the division to meet program requirements. You will accomplish other duties as assigned.
Requirements include demonstrating at least one year of specialized Supervisory Acquisition Program Specialist experience performing work at the GS-12 grade level or equivalent pay band in the Federal Service or equivalent experience in the private or public sector. Examples include applying in-depth working knowledge of various types of contracts, techniques for contracting or procurement, and contract negotiation and administrating to support procurement of services, equipment, supplies, and facilities for a major aircraft program; participating in planning, leading, controlling, and administering assigned program elements in connection with assigned areas, in order to find and implement process improvement methods and techniques; planning and carrying out projects to improve efficiency and productivity of an assigned program in support of an organization's long-term goals and objectives; providing guidance concerning acquisition strategy, contract management, and the impact of cost and schedule slippages to aid in identifying and improving procurement issues; reviewing contract terms and conditions and technical specifications to identify and monitor unique program requirements in support of an organizational budget; providing recommendations for improvements, including Continuous Process Improvements (CPI), to support efficient acquisition and procurement objectives; and demonstrating job-related experience and understanding to effectively communicate findings, navigate controversial issues, and successfully implement new ideas and concepts through both written and oral communication.
