You will lead and mentor parking enforcement staff, overseeing daily operations, performance, and team development. You'll plan and manage programs, develop policies and procedures, and help guide budgeting, staffing, and equipment decisions for the division.

Under general direction, plans, schedules, assigns, reviews, and supervises the work of parking operations staff responsible for enforcing City parking regulations. Administers current and long-term planning activities for the assigned function, performs a variety of technical tasks and professional work relative to the assigned area of responsibility, and provides professional support to the Police Commander or designated staff assigned to oversee Parking Operations.

Supervises, assigns, plans and reviews the work of parking enforcement and revenue collection staff, evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; oversees selection and promotion.
Develops and implements goals, objectives, ordinances, regulations, policies, and priorities for parking enforcement programs; identifies resource needs; researches, recommends, and implements policies and procedures, including standard operating procedures.
Determines and recommends equipment, materials, and staffing needs for assigned projects and programs; participates in the development, administration, and oversight of Parking Operations Division budgets; prepares detailed cost estimates with appropriate justifications, as required.
Develops, plans, supervises, implements, and evaluates parking enforcement and revenue collection program, activities, and/or systems; analyzes and changes fee structures as needed.
Oversees and participates in the inspection, maintenance, and repair of all parking control equipment.
Oversees and personally performs parking enforcement duties, including writing and issuing notices of violations.
Coordinates with City department representatives to determine City needs and requirements for contractual services; negotiates contracts and agreements; oversees technical consultants' work products to ensure adherence to City standards and legal provisions; ensures that deliverables are submitted on time and budget and that progress and payment requests are consistent with City policy and contract provisions.
Provides highly complex staff assistance to the Community Development Director; develops and reviews staff reports related to parking enforcement and revenue collection activities and services; presents reports to the Parking Advisory Board, commissions, and committees; performs a variety of public relations and outreach work related to assigned activities.
Develops, maintains, and reviews staff, financial, and statistical reports related to grants, program participation and analysis, expenditures, and revenues.
Provides administrative support to the Director, such as conducting research, performing special projects, developing reports, or compiling statistics.
Provides advisory support and acts as a liaison to City departments, commissions, citizen committees, community partners, and volunteers to facilitate the delivery of parking enforcement programs and services.
Monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval.
Receives, investigates, and responds to problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action.

QualificationsKnowledge of: Principles and practices of employee supervision, including work planning, assignment, review and evaluation, discipline, and the training of staff in work procedures. Principles and practices of program development and administration, including program implementation, review, and evaluation, and budget administration. Procedures for planning, implementing, and maintaining a parking enforcement and revenue collection program. Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures. Principles and practices of contract administration and evaluation. Principles and practices of public relations techniques. Practices of researching planning and design issues, evaluating alternatives, making sound recommendations, and preparing and presenting effective staff reports. Methods and techniques of effective technical report preparation and presentation. Modern office practices, methods, and computer equipment and applications. English usage, spelling, vocabulary, grammar, and punctuation. Techniques for effectively dealing with individuals of various ages, various socio-economic and ethnic groups, and effectively representing the City in contacts with the public. Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.

Bachelor's Degree with major coursework in public or business administration or a related field and four (4) years of responsible experience in the operations of a public facility or service and/or field experience issuing parking citations, including one (1) year of supervisory experience.
Licenses and Certifications: Possession of, or ability to obtain, a valid California Driver's License by time of appointment.
