The Opportunity

We are looking for a motivated and driven Proposal Specialist with a minimum of five years of experience, preferably within the A/E/C industry, to join our team. In this dynamic, key role, the ideal candidate will be responsible for coordinating the proposal production efforts including business development. The Proposal Specialist will partner closely with the executive leadership, technical staff, and the Marketing team to lead the development of compelling proposal, presentations, and business development materials that showcases WHB Engineers' skills and expertise.

This is an onsite position based in our San Diego office.

Responsibilities:

• Serves as project manager for the end-to-end proposal development process, including planning, scheduling, content coordination, writing and editing, layout and final production
• Coordinates, schedules, and facilitates proposal kick-off meetings, develops proposal strategies, and manages the content assignment matrix and production schedule
• Partners with Marketing and project teams to conceptualize, design, and produce interview presentations for client meetings and project pursuits, supporting all preparation efforts including presentations and other materials
• Coordinates, writes, edits and customizes non-technical proposal sections, conducting research as needed
• Gathers and coordinates input from collaborating professionals, subconsultants, and team members for inclusion in proposal and presentation materials
• Maintains and tracks a calendar of upcoming proposals and prequalification deadlines, including preparing RFP breakdowns and outlines, and coordinating contract reviews
• Ensures accuracy and completeness of CRM (Vantagepoint), including the opportunity and proposal database
• Supports the coordination of rehearsal sessions and the refinement of messaging to ensure polished and compelling client presentations
• Maintains firmwide database that includes employee resume library/internal qualifications for technical staff, project data sheets, proposal templates and information, and subconsultant files
• Other responsibilities as assigned

Required Qualifications:

• Bachelor's degree from an accredited four-year college or university in Business Management, Marketing or Communications strongly preferred
• Five or more years of experience in the A/E/C industry, including understanding of industry terminology, with demonstrated experience managing proposals
• Excellent time and project management skills with a high level of initiative, accountability, strong organizational abilities, and keen attention to detail
• Demonstrated ability to manage multiple assignments and deadlines simultaneously while maintaining a high level of quality and accuracy in a fast, deadline-driven environment
• Exceptional written and verbal communication skills, with a proven ability to collaborate effectively across diverse, cross-functional teams
• Ability to communicate complex concepts and tell compelling stories in both written and graphic form, ensuring proposals are visually engaging and brand-compliant
• Excellent proofreading and editing skills with strong attention to detail in both content and layout, and proficiency in reviewing proposals for grammar, consistency, compliance and overall quality
• Experience coordinating and preparing compliant, high-quality proposals and qualifications packages, including supporting all aspects of proposal production such as printing, assembly, and final delivery
• Strong technical, graphic, and presentation skills, combined with the ability to think creatively and strategically
• Proficiency in Deltek/Vantagepoint CRM software strongly preferred
• Proficiency in MS Office Suite (i.e., Word, PowerPoint, Outlook, Excel)
• Proficiency in Adobe Creative Cloud including InDesign (required), Illustrator and Photoshop (strongly preferred)

We offer a generous salary and benefits package that includes company paid medical and dental insurance, vacation and a 401(k) plan. The salary range for this position is $70,000 to $82,000, depending upon experience. Only qualified candidates that meet our requirements will be contacted.
